Safeguarding in the Church of England is at a crossroads.
Over recent years, we have seen the pain caused when systems fail to protect
the vulnerable and when trust is broken. Faithful Responsibility is our contribution to the ongoing conversation about how safeguarding
could be made both more effective and more accountable.

This report sets out a model where safeguarding responsibilities are:

  • Rooted Locally

  • Supported Regionally

  • Overseen Nationally with genuine independence.

It aims to place victims and survivors at the centre, reduce bureaucracy,
and ensure that safeguarding is not simply a compliance exercise, but a faithful expression of the Church’s calling to protect and care for all.

Our goal is to encourage discussion, challenge assumptions, and help shape a safeguarding system worthy of the people it exists to protect.
